Donald Trump is turning Washington into a fortress, and people want to know why.
The 80-year-old president seemingly adopted an “ask questions later” mindset when he returned to office in January 2025 and began implementing far-reaching changes to the capital.
Trump’s to-do list includes plans for renovations and dramatic transformations that never quite come together and no one asked for.

Now, the William Jefferson Clinton Federal Building and surrounding area are next on his renovations roster.
A world leader is expected to make his grand arrival Wednesday, September 23, at 6 p.m., and Trump is doing everything he can to make people feel unwelcome.
On Sept. 21, passersby noticed a crew dressed in neon-yellow reflective coats installing black privacy fences along 12th Street and Pennsylvania Avenue NW.
The area is about four blocks away from the White House. The sudden overnight security upgrade has some people expecting the worst.
One X user asked, “What stupidity is he planning now?”
“The fences popping up every where almost seems like he’s trapping himself In The White House,” read a second speculation.
Another complained, “The ever-growing and ever-evolving number of fences is absurd. And yes, I was thinking tonight that Trump’s obsession with fences is like his one with walls.”
The barricades coincidentally went up hours after Trump suffered a humiliating boycott.
Days earlier, he barred CNN, MS NOW, and Politico reporters from the People’s House.
The sequence of events led one person to suspect Trump is plotting another of his “unpopular announcements.”
With less than seven weeks until consequential elections, another person scoffed, “Yeah, he doesn’t plan on leaving. Nor does he plan on respecting the outcome of the election when R’s lose the midterms.”
Another said, “The fences popping up every where almost seems like he’s trapping himself In The White House.
Several online critics theorized that the security measures were part of early preparations for Chinese President Xi Jinping’s three-day visit to the city.
The state trip includes meeting with Trump on the South Lawn and an event at the National Archives, also located on Pennsylvania Avenue NW.
According to one observer, “It might be Xi Jinping’s protocol request. It was done in 2023 too.. I mean Zilinsky did get any, either did Netanyahu or Putin or King Charles [just my opinion].”
San Francisco installed similar fences ahead of Jinping’s 2023 attendance at the Asia-Pacific Economic Cooperation Summit.
Trump’s administration has expanded fencing around major D.C. landmarks. But even Reddit critics say the drastic measures have restricted public access and disrupted traffic.
“I don’t like the frequency at which more and more fences keep popping up across the city. I also don’t see what the main purpose of having them for Xi Jingping is. To stop people from running out in the street when his car goes by?” a Reddit user asked.
They continued asking, “Is it for the welcoming ceremony stuff to keep pedestrians away from it? Is it a show of power and control? Does it block cameras or something? Orrr..just a reason to initially put them up and then never take them down again. I just don’t get what the fences are practically doing.”
Still, someone stated the obvious, “It’s pretty impressive how much of a maze DC is now from all the fencing. What an eyesore.”
Scaffolding and tarps have covered the Kennedy Center entrance since Trump’s name was removed from the building’s front-facing facade in June.
His administration also wants to add permanent fencing around Lafayette Square, a historic protest site where free speech could face new restrictions.
The area located across the street from the White House was closed off to the public in July, preventing protesters from congregating near the executive mansion.
The proposal adds to a growing network of fences and street blockades across Washington, D.C. The changes reflect Trump’s growing imprint on some of the capital’s most recognizable landmarks.
Meanwhile, Trump and Xi’s relationship has often mixed diplomatic cooperation with visible tension.
During a 2025 meeting, Xi’s delayed greeting drew attention to the leaders’ contrasting body language and fueled speculation about a power dynamic.
Trump went for his signature handshake, which Xi wanted no part of. His usual grip-and-pull maneuver failed to get the same reaction from Xi, who kept the exchange more restrained.
Despite the awkward moment, the two later reached trade agreements and planned further talks.
The POTUS traveled to Xi’s home country in May, where he was given the brutal cold shoulder.
